Ballinteer Community School Code Of Behaviour 

This policy was drafted by Áine Gaughan, Zoe Higgins, Michael Lyons, Margaret O'Brien, Maria O'Meara, and Carmel Wolohan, and finalised in consultation with the stakeholders in Ballinteer Community School.

Scope

This policy applies to all the members of the Ballinteer School Community and relates to all school activities both during and outside of normal school hours.   This policy was drawn up in consultation with all the school partners, including Board of Management, Staff, Parents and Students. This policy is printed in Verdana Font to facilitate access by people with learning disabilities or visual problems.

Relationship to Schools Mission, Vision and Aims

This policy has been developed in line with the mission of our school which has at its core, the care of the student.  The school strives to provide a safe secure learning environment for the development of our students.  Our school Code of Behaviour is based on respect for oneself, for others and for our environment, so that a positive and co-operative school atmosphere prevails. 

Rationale

Many people work together in our school each day and therefore a high level of courtesy and consideration for others is necessary.  Behaviour which is ill mannered, annoying, dangerous or disruptive cannot be allowed.  Our code is one that is based on the recognition that each member of Ballinteer Community School is an individual and yet the Code creates an environment in which the welfare of all is protected. 

Goals/Objectives

The aims of our Code of Behaviour are: 

  • To create a safe, secure learning environment for all students by promoting a sense of mutual respect among all members of the school community.   
  • To have effective procedures in place which will allow for the day-to-day running of the school and which meet the demands of current legislation. 
  • To promote good behaviour and self-discipline. 
  • To allow for the appropriate involvement of all school personnel. 
  • To ensure understanding by the parents, students, staff and management of the Code of Behaviour and the reasons for it. 
  • To outline ways in which positive behaviour is encouraged and acknowledged.
  • To outline the strategies to be used to prevent poor behaviour.  
  • To outline the structure of fair, consistent and agreed sanctions that will be used in response to negative behaviour. 

Ballinteer Community School: Roles and Responsibilities

Our school acknowledges the contribution of all members of the school community.  Each member has responsibility for the promotion of good behaviour and a role in dealing with and minimising negative behaviour. 

Students

The school expects that students will at all times do their best to uphold the Code of Behaviour of our school. 

Parents and Guardians

The school acknowledges the role of parents and guardians in the development and operation of the Code of Behaviour and expects them to support and uphold the Code and to encourage their sons/daughters to uphold it. 

Staff

The school acknowledges the role of all school staff in the development and operation of the Code of Behaviour.  The school recognises that a teacher’s main focus is in the area of teaching and learning but that they also have an essential role to play in behaviour management.  We have teachers assigned to each class and year group with special responsibilities for operating the Code.  Subject Teachers/Tutors/Guidance Counsellor/Deans, Psychological Services, Other Agencies, the Deputy Principal and the Principal all have specific roles to play in upholding the Code. 

All staff members have a part to play in the successful operation of our Code of Behaviour.  In particular, each staff member has a responsibility to report incidents of misbehaviour and to encourage positive behaviour. 

Board of Management

The Board of Management is the decision making body of the school.  The school acknowledges its role in the development and operation of our Code of Behaviour.  All policies are developed with the authority of the Board of Management and must be approved by its members before becoming official school policy. Parents and students may appeal to the Board of Management in cases of suspension or expulsion. 
 

Ballinteer Community School: School Rules

School rules apply whenever students are wearing the school uniform, when they are representing the school or when they are engaged in any school activity.

Rules are not invented by teachers to annoy pupils or to make life difficult.  A little common sense will show that they are there to safeguard students’ right to learn and teachers’ right to teach in a caring, safe and respectful environment.  Therefore ……  

We Expect

  1. 1.That you come to school every day and arrive safely and on time.
  2. 2.That you come to and go from school in full uniform, clean and tidy.
  3. 3.That you have your school journal with you in school every day.
  4. 4.That you have respect for people and property and that you report any accidental damage that you may cause.
  5. 5.That you do your best in class and at your homework.
  6. 6.That you come in properly prepared for your subjects.
  7. 7.That you act in an appropriate manner around the school.

Ballinteer Community School: School Rules Explained

1.      That you come to school every day and arrive safely on time.  This means....

  • That students cycling to and from school are advised to wear a helmet and have appropriate lights and reflectors on their bicycles.
  • That you are in the school building five minutes before morning classes begin.
  • That you attend school every day unless it is absolutely unavoidable.  Being absent without permission is regarded as being a particularly serious transgression of the rules.
  • That if you miss school you bring a note in your journal from your parent/guardian on your return to school and present to your Tutor/Dean. A phone call /text must be followed up by a written note in the journal.
  • That if you are unavoidably late, you bring a note from your parent/guardian and sign in at the office. In exceptional circumstances, students may come to school late by prior arrangement with their Tutor or Dean.
  • That if you are ill during the school day and need to leave the school, you must inform the Principal, Deputy Principal or Dean.  A phone call is made home through the school office and it is recommended that a parent or guardian would collect you from the school office.
  • That if you need to leave school during the day you must  have a note from your parents/guardians which should be signed by the Dean before you sign out at the office.
  • That you proceed to all classes without delay and arrive on time.
  • That you do not go to the toilets/lockers between or during classes without your teacher’s permission.
  • That you behave yourself on your way to and from school.
  • That you enter the school through the designated door.

Because:

  • Time missed is hard to make up.
  • The school is entitled to an explanation for your absence.
  • It is expected that a late arrival to school be explained out of courtesy.
  • Arriving late for class wastes your time, the teacher’s time and class time.
  • Going to the toilets/lockers during or between classes disrupts class.

2.       That you come to and go from school in uniform, clean and tidy. This means....

  • That you wear the full school uniform in school at all times except when otherwise directed by the school.
  • That you are required to bring the appropriate sports gear for participation in timetabled Physical Education classes and after school activities.
  • That all students should have a neat, tidy and natural looking hairstyle. 
  • That coats and jackets are not permitted in class. These should be hung in designated areas or put into lockers.
  • That smoking is forbidden anytime you are wearing the school uniform, when representing the school or when engaged in any school activity.
  • That no facial piercing is allowed.  Appropriate discreet earrings are allowed.  Excessive jewellery is not allowed.  Students may be asked to remove all jewellery during practical classes.  This jewellery is stored at student’s risk.
  • Hair style/colour should be in keeping with a dress code suitable for school.

Because:

  • Students should wear their uniform with pride, be dressed suitably for school activities and be good ambassadors when representing the school. 
  • Smoking is unhealthy.

3.        That you have your school journal with you in school everyday.  This means:

  • That your journal must be on your desk during every class, and must be taken with you if you leave the classroom.
  • That your journal is available for your Teacher/Tutor/Dean/ Deputy Principal/ Principal to see at anytime.
  • That your journal should be kept neat and graffiti free.  

Because:

  • Your journal is for communication between school and home and home and school.
  • Your journal is for noting homework and class work on a daily basis.

4.       That you have respect for people and for property and that you report any accidental damage that you may cause.  This means....   

  • That you help and treat other students, all staff and visitors to the school with good manners and respect.
  • That you respect your teachers and staff.
  • That you do not engage in any form of bullying of fellow students.
  • That you should proceed in an orderly fashion around the corridors.
  • That you don’t use offensive or abusive language.
  • That you use the appropriate litter bins in classrooms, in social areas and in the school grounds.
  • That you apply the Reduce-Reuse-Recycle principles where appropriate.
  • That you respect the school property and the property of other people.
  • That you report any accidental damage you may have caused or seen to the main office or a member of staff.
  • That you don’t break, damage or deface school property.
  • That you must report to a teacher should you notice graffiti or damage to school property and especially if you notice graffiti on your own desk or chair.
  • That chewing gum is totally forbidden in the school building and grounds.

Because:

  • Like you, others are entitled to good manners and respect.
  • Teachers and staff are entitled to your respect, co-operation and good manners.
  • Bullying causes fear, hurt and misery.
  • Rough behaviour can lead to accident or injury.
  • Offensive or abusive language shows disrespect and can cause hurt.
  • Keeping the school environment pleasant and litter free is everyone’s responsibility.
  • You expect others to show respect for your property.
  • Others have to use the school property and repairs/replacements are expensive.
  • Everyone is responsible for helping to keep the school environment pleasant.
  • Chewing gum destroys flooring, school furniture, etc.  It is a possible health hazard and bad for the environment.

5.      That you do your best in class and at your homework.  This means

  • That you listen in class to your teachers.
  • That you don’t disturb the class.
  • That you do your homework every night, written, oral and revision to an acceptable standard.
  • That you go over the topics covered in class every evening.
  • That you always have your journal with you in which you note your homework e.g. (Date, time and question numbers) and the topics that you have covered in class.
  • That you get it signed by your parent/guardian each week.
  • That your parent or guardian writes a note when illness or other family reasons is the cause of undone and incomplete homework.
  • That if you need to leave your classroom, you must get permission from your teacher who will then sign your journal.
  • If you are needed by another teacher you must get the teacher to sign your journal.
  • That you help keep your classroom tidy.

Because:

  • The teacher is trying to help you.
  • Disturbing the class is unfair to others who wish to learn.
  • Homework and revision reinforce the work done in class.
  • Your journal helps you to remember what you have to do.
  • Getting your journal signed lets your parents see how you are getting on.
  • Getting your journal signed to leave the classroom helps keep a record of your time missed and lets other teachers know that you have permission to be out of class.
  • It is important to take responsibility for tidying up after yourself.

6.      That you come to school prepared for your subject.  This means....

  • That you have the proper pens, books, copies, etc required for each class.
  • That you bring in any special materials/equipment needed for class.
  • That all bags, books and homework journals be kept in good condition and free of graffiti.
  • That you will be responsible for the safe custody of your own property.

Because:

  • It wastes time if you haven’t got your pens, books, etc.
  • It is impossible to do the subject without the materials/equipment needed.
  • Not having items needed for class causes distractions and wastes valuable class time. 
  • Graffiti can offend.  Neatness helps students stay organised.
  • You are old enough now to look after your own property.

7.      That you act in an appropriate manner around the school.  This means....

  • That you proceed quickly and quietly to each class.
  • That you wait quietly for your teacher while lining up outside the classroom.
  • That you avoid loitering in the toilets during break times or at any other time.
  • That eating and drinking is allowed within the school building only at specified times and in specified areas.
  • That you take your break in the manner and areas specified and obey the instructions of the staff member on duty.
  • That the possession and/or use of alcohol, tobacco or drugs are forbidden on school premises and in the area surrounding the school, including in the vicinity of the school gates or on occasions when the students can be identified with the school.

Because:

  • Lining up quietly is safer.
  • Loitering in toilets leads to congestion.
  • Specified places for eating/drinking helps to keep the school clean and pleasant.
  • Obeying break time rules and staff instructions is safer and helps with supervision.
  • Smoking on the school premises is prohibited by law, and besides, it is unhealthy and dangerous.
  • Substance abuse is dangerous, unhealthy, addictive and prohibited by law.  It can cause misery and in the longer term may even destroy a young person’s life.

8.       That you respect the school policy on mobile phones.  This means...

  • That mobile phones should not be used during the school day, and students should not have them in their possession while they are at school. 
     

Preventative Measures

In our school, students will be encouraged in their endeavours to uphold the Code of Behaviour by use of the following measures:

  1. a.The Code of Behaviour is circulated to all parents of all new entrants into the school and they are asked to read it and to sign their agreement with theBy doing so, they acknowledge their support and co-operation with it.  This is to ensure that parents and students understand our rules, why they must be adhered to and the procedures that will be followed if the rules are not upheld.
  2. b.At the start of Term One each year, as part of our Induction process, each class is brought through the CodeBehaviour and any amendments to it are highlighted.  This is done so as to remind students of the content and to take account of the fact that they have been out of our school environment for three months.
  3. c.If a student is in breach of a rule, he/she may be asked to explain (orally or in writing) the rule he/she has breached, to describe what effect this breach has had on members of the school community and how he/she can act differently in the future to avoid being in breach of theThis is done to develop the student’s awareness of and consideration for others and to assist them in upholding school rules in future.
  4. d.School rules and the reason for them are discussed as part of the school’s pastoral care programme or as part ofThe notion of tolerance for others, self control, and a sense of fairness and the principles of natural justice are also discussed as part of the Religious Education programme in the school.  Some of the work also takes place in CSPE class since it is the foundation of good citizenship.
  5. e.Issues such as Bullying, Racism, Sexism, Harassment, Violence, Substance Misuse, etc. are discussed with the students during their time in our school, using current legislation, current affairs and/or outsideThis is to help the students better understand these issues so that they can base their thinking, understanding and action on factual information and in line with the values espoused in our school.

Rewards

In our school teachers may use the following methods to reward students for upholding the Code of Behaviour:

  • Verbal praise by the teacher.
  • Positive comment regarding the student to Tutor/Dean/ D.P./Principal.
  • Verbal praise of student at assembly.
  • Leadership role given to students, e.g. team leader for special project or class representative, membership of the Students’ Council etc.
  • Class outing.
  • Brief, positive note home to parents.
  • Highlight curricular/extra curricular achievements on notice board in classroom.
  • Display of student’s work around the school.
  • Highlight curricular/extra curricular achievements in school/parent memo.
  • Credit System.

Sanctions for Misbehaviour

The following sanctions are used so that our students experience the consequences of their misbehaviour.  They are scaled so as to take account of the nature of the incident, the situation leading up to the incident and are imposed by the staff of the school in accordance with our Ladder of Referral.

  • A firm verbal reprimand from the staff member present is expected to be sufficient to correct inappropriate behaviour. The staff member may impose a sanction or use an appropriate classroom management strategy at this point.
  • Removal of the student from the scene of the incident while still under supervision.
  • Extra appropriate work assignment.
  • Note in journal.
  • A fine or payment for damage to, or replacement of, school property.
  • Removal of privilege.
  • Consultation with class Tutor.
  • Detention – with parental notification.

Sanctions for more serious misdemeanours or for consistent breaches of our Code of Behaviour include the following.  These sanctions may be applied but not necessarily in the order listed.

  • Homework Sheet.
  • Dean/DP Report Sheet.
  • Refer student to Tutor/Dean/Deputy Principal/Principal, in keeping with the Ladder of Referral.
  • Formal letter home from Tutor/Dean/Deputy Principal/ Principal.
  • Telephone call to parents/guardians by Tutor/ Dean/Deputy Principal/Principal.
  • Meeting with parents/guardians.
  • Suspension from class/school.
  • Expulsion from school.

Ballinteer Community School: Issues and Sanctions

Misuse of mobile phone:

Phone confiscated and given to Deputy Principal, for collection by parent/guardian. Contact will be made with Parent/guardian to inform them that the phone has been confiscated.

Lateness:

(a)   School - to be dealt with by Subject Teacher/ Tutor /Dean / Deputy Principal. (b)   Class - to be dealt with by Subject Teacher. 

Littering:

Clean up duty. Appropriate litter pickers/gloves will be provided.

Chewing Gum:

Clean up duty. Appropriate scrapers and gloves equipment will be provided.

Uniform – Students attending class without appropriate full uniform:

Subject Teacher - Note in journal.

Second offence- Home notified. Student is withdrawn from class until in full uniform.   

Defacing/Damaging School Property:

Note in journal plus cost of repair or replacement. Student cleans off graffiti. Environmentally friendly and non-toxic cleaning products will be used, if they are efficient and cost-effective.

Smoking in School Uniform:

Read fact sheet on smoking and fill in work sheet.  Contribution of €10 to a Cancer charity. 

Inappropriate Language/Behaviour:

Verbal reprimand, apology, Special report/possible Detention/ possible Suspension.

Abusive Language or Behaviour:

Removal from class or area and referred to Dean, Deputy Principal or Principal.  Parents informed.  Possible Detention/ possible Suspension. Possible withdrawal from activities outside school. 

No journal in class:

Referral to Dean and follow up. 

Absent without Permission:

Parents informed, work assigned, possible Detention/possible Suspension.

Lack of Classroom materials:

Parents informed. Note in journal. Possible Detention.

Lack of Homework:

Parents informed. Note in journal. Possible Homework Sheet.

Ballinteer Community School Intervention Strategies

In our school, we use the following interventions to assist students from re-offending and to give specific help to those students who find it particularly difficult to uphold the Code of Behaviour. 

Intervention by Subject Teacher

  1. Interview with student.
  2. Giving the student a piece of written work to do in which they have to outline in writing the rule/rules they breached, effects this breach had on themselves and on other members of the school community and how they can avoid a repeat of this behaviour.

If a student has a difficulty or a problem which is contributing to their inability to uphold the Code of Behaviour then the referrals may be made to the following staff members Tutor, Dean, Deputy Principal, Principal, Guidance Counsellor, School Psychologist for testing and/or help in behaviour modifications. 

Procedures and Record Keeping

The procedures for dealing with incidents of unacceptable behaviour/breach of school rules are referred to as our Ladder of Referral.  

The basic principal of this ladder of referral system is that the more serious the incident, the higher up the ladder it is dealt with.

The ladder of referral is a good way to involve all staff in the implementation of the Code of Behaviour in a day-to-day and practical way.  It gives an ownership of the policy to all staff and it is appropriate that they be involved because they are the ‘on the ground practitioners’ who operate it on an ongoing basis. 

Step 1 – Subject Teacher

Each teacher has the responsibility for implementing discipline in his/her own classroom.  Subject teachers may use sanctions for minor offences.  A serious offence or a number of minor offences will warrant reporting to the Tutor or Dean.

Step 2 – Tutor

Each class group is assigned a teacher with special responsibility for them.  He/she has a pastoral and minor disciplinary role to play with the class group. He/she monitors the student’s behaviour and work through the school journal.

Step 3 – Dean

Each year group is assigned a teacher with special responsibility for them.  He/she has a pastoral and disciplinary role to play with the class groups that make up this year group. 

Step 4 – Principal/Deputy Principal

Students whose behaviour has not improved despite the school’s best efforts will be referred by the Dean to the Principal/Deputy Principal. If the Principal/Deputy Principal decides that a suspension is warranted the procedures of our policy on suspension and expulsion must be implemented. 
 

Implementation:

As the official Code of Behaviour of Ballinteer Community School, all registered students of the school will receive a copy and parents/guardians, or students over eighteen years will be required to sign an agreement to abide by it.  The Code of Behaviour is also available from the school upon request. 

Success Criteria/Monitoring

This Code of Behaviour which was drawn up in consultation with the parents, students, staff and management of our school and was ratified by the Board of Management and will be reviewed one year after its initial implementation. 

Any amendments which need to be made will be in keeping with the general philosophy of our Code of Behaviour and will be communicated to the members of the school community in writing. 

A major review will be carried out no later than five years after the date of implementation and will involve consultation with parents, students, staff, management and Board of Management of our school. 

Timeframe

The Code of Behaviour was devised in consultation with the students, parents, staff, management and Board of Management of our school.  The process was begun in September 2010 and the resulting Code of Behaviour was ratified by our Board of Management and became official school policy in June 2011.

Amendments to the Code of Behaviour will be communicated to the stakeholders in writing.  When the major review is carried out, the resulting amended Code of Behaviour will be circulated to all the stakeholders in written format. 

Homework Sheet and Dean/ Deputy Principal Report  Sheets

Rationale: Uniformity of approach leads to more effective interventions.  This ultimately benefits all concerned.  These proposals were drafted and modified in consultation with Deans/ Deputy Principal.  The Homework Sheet and Report Sheet system is based on Subject Teachers’ comments in the journal. 

Fundamental to its effectiveness is a consistency of approach by each individual Subject Teacher.  Teachers record breaches of the agreed Code of Behaviour in the journal.  It is important that the Subject Teacher has employed strategies of encouragement for good behaviour prior to writing a journal note.  This ensures that the Tutors and/or Deans have a solid basis on which to work when they are required to intervene on behalf of the Subject Teachers.  The journal will be monitored regularly by the Tutor / Dean/ Deputy Principal/Principal.
 

Homework Sheet  Appendix 1.

This is a sanction for repeated breaches of the Homework policy.  The Dean issues the sheet.

Parents notified by a standard letter or phone call.

Student reports to the Dean and on completion the Homework Sheets are retained by the Dean.

If unsatisfactory, the Dean notifies parents by standard letter or phone call and the Homework Sheet is extended for a further period.

If the student’s extended Homework Sheet is unsatisfactory, a Parent/Pupil/Dean meeting is organised and the issues are discussed.

Dean Report Sheet/ Appendix 2

This is a sanction.  Dean issues the Dean Report Sheet in consultation with the Tutor.

Parents notified by a standard letter or phone call.

The Dean issues a Report Sheet to the student for five consecutive school days. On completion, student gives Report Sheet to the Dean for filing.

If unsatisfactory, Dean notifies parents by standard letter or phone call and the Report Sheet is extended for a further period of time.

If the student’s extended Report Sheet is unsatisfactory a Parent/Pupil/Dean meeting is organised.  The issues are discussed; school rules and acceptable standards of behaviour are reiterated.

The student takes ownership of their inappropriate behaviour and its effects on others and undertakes in a satisfactory manner to behave in accordance with school rules. Failure to adhere to agreed standards of behaviour may result in more serious sanctions. This may include Suspension/Exclusion from school.

Deputy Principal Report Sheet/ Appendix 3

In exceptional circumstances the student may be referred to the Deputy Principal, who may issue a DP Report Sheet, sanctions and/or supports as required.

Ballinteer Community School Suspension  Policy

In Ballinteer Community School, all students have the right to develop their potential in a safe and caring environment.  Our Code of Behaviour sets out the expectations of student behaviour.  All students and staff have the right to be treated with respect. 

In the event of unacceptable behaviour it will be in the best interests of the school community that a student be removed from classes or the school for a period of time.  
 

The following steps are taken as part of the suspension policy.

Suspension of less than Six Days

  • Decision made by Principal.
  • Deputy Principal informed.
  • Dean informed.
  • Parents informed.
  • Tutor and other Staff informed.
  • Possible appeal to Board of Management.

Suspension of more than Six Days

  • Decision made by Board of Management.
  • Principal informed.
  • Deputy Principal/Dean informed.
  • Parents contacted.
  • NEWB Welfare Officer informed.
  • Tutor and other Staff informed.
  • Possible appeal to Board of Management.

Prior to Suspension

The Principal/Deputy Principal will:

  • Ensure that the student is given the opportunity to write a detailed account of the event/incident.
  • Ensure that other discipline options under the Code of Behaviour have been applied where relevant and written documentation signed and dated.
  • Ensure that appropriate support personnel, internal and external have been involved.

Procedure for Suspension

  • The Principal makes a decision on the basis of the reasons set out in the Code of Behaviour.
  • The student is informed of the reasons which give rise to the suspension.
  • Parents/Guardians are informed by phone, with written follow up, and are invited to come to the school for a meeting.
  • Students under sixteen years of age will never be sent home during a school day, unless collected by a parent/guardian or by agreement with a parent/guardian. Otherwise, the student will be supervised until the suspension takes effect.
  • If a student is suspended for a cumulative total of twenty days or more in one school year, the Principal must inform the Education Welfare Officer.

The formal letter of notification will include:

    1. Notice of the suspension.
    2. Effective date of the suspension.
    3. Duration of the suspension.
    4. Reasons for the suspension.
    5. Expectations of the student while on suspension (Study Programme may be attached).
    6. Necessity for parental assistance in resolving the matter through a post-suspension meeting between student, parents/guardians and Dean/D.P./Principal.
    7. A statement that the student is under the care and responsibility of the parent/guardian while on suspension.
    8. A statement that the Education Welfare Board has been informed (if the suspension is longer than six days or the student has been suspended for more than twenty days during the school year to date).
    9. Information on Appeal rights (internal school        appeal/Section 29 Appeal).

10. Where relevant, the requirements which need to be in   place when student returns (e.g. written apology, completed assignments, etc).

11. If expulsion is being considered, then the letter must make this clear.

Procedures for the formal re-introduction of the students into the school.

1. Parents/guardians shall be requested to attend with the student on the day of his/her return to school.

2. Undertakings of good behaviour shall be requested in writing from the student, signed by parents/guardians.

3. Agreed conditions (e.g. counselling, referral to NEPS, other pastoral supports) shall be signed by parent/guardian and student.

Grounds for Lifting a Suspension

  • During a meeting with the parents/guardians, the Principal may agree that another sanction be applied.
  • Successful appeal to the Board of Management.
  • New circumstances come to light.

Ballinteer Community School Expulsion Policy

This is the ultimate sanction imposed by the school and is exercised by the Board of Management in extreme cases of indiscipline.

In advance of any hearing, which could result in an expulsion, the school will investigate the matter in accordance with the Principles of Natural Justice (see Appendix 4). 

Prior to Expulsion:

The Principal will:

  • Ensure all discipline options under the Code of Behaviour have been applied and documented.
  • Ensure all appropriate support personnel have been involved.
  • Ensure that discussion has occurred with the student and parent/guardian regarding misbehaviour which the school considers unacceptable and which may lead to expulsion.
  • Provide formal verbal and written warnings at appropriate times detailing these behaviours, as well as clear expectations of what is required of the student in the future.
  • Record all interventions.
  • Record all action taken.
  • Copy all correspondence.
  • Inform the Board of Management.

Procedure in respect of  Expulsion:

Where a preliminary assessment of the facts confirms serious misbehaviour that could warrant expulsion from the school, the procedural steps should include:

  1. 1.A detailed investigation carried out under the direction of the Principal.
  2. 2.A recommendation to the Board of Management by the Principal.
  3. 3.Consideration by the Board of Management of the Principal’s recommendation and the holding of a hearing.
  4. 4.Board of Management deliberations and actions following the hearing.
  5. 5.Consultations arranged by the Educational Welfare Officer.
  6. 6.Confirmation of the decision to expel.

The Board of Management will inform the parents/guardians in writing of its intention to expel. The formal letter of notification will include:

  • Notice of the expulsion.
  • Effective date of the expulsion.
  • Reasons for the expulsion.
  • A statement that the Education Welfare Board has been informed.
  • A statement explaining that the student is under the care and responsibility of the parents/guardians for a period of twenty days cumulative in any one school year, required by the Education Welfare Officer to examine alternative provisions for the education of the student.
  • Information and documents on Appeal rights.

The Board of Management will make the decision to expel. 

The Principal will inform the Education Welfare Office of the decision to expel. 

Appeals Procedure:

  • The parents/guardians, or a student over 18 years of age, may inform the Board of Management of their wish to appeal.
  • The parents/guardians are invited to the Board of Management hearing and are invited to make a written submission in advance of the Board Meeting if they so wish.
  • The Principal will provide parents/guardians with a full, written description of the allegations against the student and the case being made at the Board meeting, together with copies of all documentation, statements, etc. supporting that case.

The Board of Management will:

  • Hear the Principal’s case against the student (this case should be made in the presence of the parents/guardians).
  • Hear the parents/guardians response.
  • Ensure that the parents/guardians are not present for the Board’s discussion and decision on the matter.
  • Examine all the documentation.
  • Consider the student’s record in the school.
  • Ensure the Principal is not present for the Board’s discussion and decision on the matter.
  • Discuss the case in detail.
  • Make a decision.
  • Communicate the decision to the parents/guardians formally through the Secretary of the Board (registered letter).
  • If the decision to expel is upheld, inform the Education Welfare Officer under Section 24(1) of the Education Welfare Act, 2000.

In the event of an unsuccessful appeal, the parents/guardians may then appeal to the Department of Education & Skills under Section 29 of the Education Welfare Act 2000.  Advice on such appeals will be given to the parents/guardians by the Educational Welfare Officer.

Online privacy and code of behaviour
Circulating, publishing or distributing (including on the internet) material associated with school activities including but not limited to material in relation to staff and students where such circulation undermines, humiliates or causes damage to another person is considered a serious breach of school discipline and may result in disciplinary action. As part of such disciplinary action the Board of Management reserves the right to suspend or expel a student or students where it considers the actions to warrant such sanctions.
